Instructions: In a bowl, combine the sliced steak with cornstarch and soy sauce. Let it marinate for 15 minutes. In a small bowl, whisk together all the sauce ingredients until well combined. Set aside. Heat 1 tablespoon of sesame oil in a large skillet or wok over medium-high heat. Add the marinated beef and cook until browned, about 3 to 4 minutes. Remove the beef from the skillet and set aside. In the same skillet, add the remaining 1 tablespoon of sesame oil. Add the sliced onion, red bell pepper, green bell pepper, garlic, and ginger. Stir-fry until the vegetables are tender-crisp, about 4 to 5 minutes. Return the cooked beef to the skillet with the vegetables. Pour in the prepared sauce and stir to combine. Cook for an additional 2 to 3 minutes, allowing the sauce to thicken slightly. Remove from heat and garnish with sesame seeds and chopped green onions if desired.
